Pune RTO Mandates Two Helmets With New Two-Wheeler Purchase

Pune’s Regional Transport Office (Pune RTO) has implemented a significant new safety measure. Now as per the new guidelines, two-wheeler showrooms must now provide two helmets with every motorcycle or scooter purchase. This initiative comes as part of ongoing efforts to strengthen road safety measures in the city, where helmet regulations have seen varying levels of enforcement over the years.

Key points from the Pune RTO’s circular says Two-wheeler dealers must provide two ISI-certified helmets with each vehicle sale. This requirement is based on Central Motor Vehicle Rules, 1989 (Rule 138). The initiative aims to address increasing road accident fatalities involving two-wheeler riders. Both rider and pillion passenger helmet usage is mandatory. Due to this new rule, vehicle prices may see a slight increase due to the included helmets.

The RTO’s decision is driven by concerning statistics showing a rising number of two-wheeler accident fatalities in Maharashtra and across India. Officials emphasize that consistent helmet use can significantly reduce death rates in accidents.

In its official circular, the RTO states: “The number of two-wheeler accident victims in India and Maharashtra continues to rise daily. Proper helmet usage can definitively reduce fatalities in such accidents. It’s essential for both the rider and pillion passenger to use helmets that meet road safety standards.”

The circular also urges citizens to ensure they receive both helmets from dealers at the time of vehicle delivery, making this safety equipment an integral part of the purchase process.
