Pune : Pune’s newly elected MLA from Kasba Peth, Hemant Rasne, raised the issue of the redevelopment of “Mamledar Kacheri” (court) in Shukrawar Peth during the winter session of the Assembly. Rasne said, “The redevelopment has been pending for over 20 years. I request the government to look into this matter.” In response, the Public Works Department (PWD) has claimed that the building will be completed and ready for use within six months.

Many government offices in Pune city operate from privately owned properties. In fact, despite owning land, the government is unable to construct administrative and residential buildings due to a lack of funds. The PWD has proposed developing government plots through privatization on a Build-Operate-Transfer (BOT) basis.
A PWD official said that this project involves the construction of 16,000 square meters of space in exchange for 8,000 square meters of land, including the Khadakmal plot. However, PMC changed parking rules, which created hurdles in the redevelopment. As per the new parking rules, the contractor had to construct two additional floors for parking, which the contractor initially refused to do. After discussions, the contractor agreed to build two additional floors for parking. Hence, this entire process and project got delayed.
It may be noted that in 2002, the Cabinet’s Infrastructure Committee had approved a proposal to lease out government plots to private builders for 99 years. Initially, a rate of one rupee per square meter was fixed. Under this scheme, these plots were to be used for residential purposes rather than public/semi-public purposes. The redevelopment of the “Mamledar Kacheri” land in the Khadakmal area of Shukrawar Peth was part of this scheme. The tender work was awarded to Kakade (JV), who was given 8,000 square meters of land on lease in exchange for building an administrative building and residences. So far, more than 7,000 square meters of this land has been handed over to the builder in phases. After which, a plan for its redevelopment has now been made.
The place of “Mamledar Kacheri” (court) in the Khadakmal area of Shukrawar Peth dates back to the Peshwa period. Later, under British rule, a jail and a court were established in this area. Earlier, the tehsildars were called mamledars and they used to sit here and take care of the city’s affairs. Therefore, this place was named Mamledar Kacheri (court). Presently, the main office of the tehsildar of Pune city and other offices such as city survey officer, forest department, and sub-registrar are located here.
